Try H&M anti-slip socks - they help with grip and were harder for my kid to remove than non-grip ones; various stores and Me and Mom's also have anti-slip socks with decent grip.
Why not full-length footed rompers so she's covered top to toe? For my almost-11-month-old I only use full-length pants since with socks she slips.
