It is not advisable to give cow's milk to a 6-month-old at all, especially full-fat. It's generally advised to introduce cow's milk after 1 year, though it can be used in cooking once the baby is older and closer to 1.
By around 9 months you can use cow's milk in small amounts for cooking, but I've never heard of mixing rice with milk and feeding a baby.
