Start when the first tooth appears. Use a finger brush when there are few teeth: place it on your finger and gently brush the gums, teeth and tongue, rinse in water and repeat. Do it twice a day; before bed is a must even if you skip the daytime one.
I introduced brushing slowly after a couple of teeth appeared, first as a gum massage to get her used to the concept (helpful during teething too). At 3.5 months it's probably best to wait.
